There are some periods in the course of year which are moments of much excitments. Among them , is the school resumption period.Parents from different categories of works life face that period with different approaches. In a third world country as ours, where the gap between the poors and well-to-do is wide spread, the poor man sorrow is the rich man joy. The bulk of civil servants living in a precarious situation, can't afford in a satisfactorily manner the education of their children. Wages are extremely scanty, rendering the social landscape not vivid. There is no where to find a better situation. Banks, credit unions , other financial institutions together with the state put in place a malicious and vicious mechanism which consists of borrowing or advancing civil servants salary . This, in effect ,does not solve the problem of low salary. This is the first obstacle rendering the process tedious. The second one is related to the school fees and mechanism to admission. With the school fees, they vary according to schools. Government school fees seem to be affordable while private ones are regarded as "unreachable hill top " by the large number of population. In government schools, practices such as bribery, corruption have settled firmly in the minds of principals. A student whose parents have been transfered in another city may not get the admission easily. Also a student whose report card shows his dismissal from the school can be found in the next academic year in the same school. In one case or in another, parents are bound to have their wallets, purses or pockets stuffed with money. The amount for the recruitment vary from schools and others factors. In primary schools , school fees which were forbidden thanks to a decree are required by some principals. However, efforts have been done by the minister in charge of education to sanction such irregularities. Besides, one observes that the documentation ( books) indispensable for the student have been changing year after year.In the superior sector , institutes, and specialised schools give birth like mushroms. The whole educational system is becoming incontrolable. Considering those few appalling situations taking root in such a country, what are the measures to be taken by who?
